  1. In a mixing bowl, combine the flour and ghee or butter until it forms a crumbly mixture.
  2. Add in the powdered sugar and cardamom powder and mix well.
  3. Slowly add in the water and mix until a dough forms. If the dough is too dry, add a little more water. If it is too wet, add a little more flour.
  4. Divide the dough into small balls, about the size of a golf ball. Flatten each ball slightly and make a small indentation in the center with your thumb.
  5. Heat the oil in a deep saucepan or wok over medium heat.
  6. In a separate bowl, mix together the yogurt and milk. Dip each ball into the yogurt mixture and then carefully place it in the hot oil.
  7. Fry the balushahis until they are golden brown on all sides, about 5-7 minutes.
  8. Remove the balushahis from the oil and place them on a paper towel-lined plate to drain excess oil.
  9. Once the balushahis have cooled slightly, roll them in the chopped nuts (if using).
